Mamaroneck Frostbite Association 2011-2012 Season Sailing from Beach Point Yacht Club in Mamaroneck Bay NOTICE OF RACE 1 RULES Changes to the rules shall be described in the Sailing Instructions. 2 ADVERTISING No advertising is allowed. 3 ELIGIBILITY AND ENTRY 3.1 The series is open to all members of the Mamaroneck Frostbite Association (“MFA”). 3.2 The series will be sailed in boats of the Nine Foot Dyer Dhow class that conform to the Mamaroneck Frostbite Fleet Class Association measurement rules. Conformance to these rules will be evidenced by a valid Fleet Measurement Certificate signed by the Fleet Measurer. Should a member make a material change to her or his boat, she or he should promptly request a measurement of her or his boat and receive an updated Certificate. 3.3 A person may join the Mamaroneck Frostbite Association and sail in the series by completing the entry form on the MFA Web site and sending it and the required fee to the address given on the form or by giving both the signed entry form and fee to a Fleet Officer, before the first day on which that boat competes. 3.4 The Mamaroneck Frostbite Association welcomes and encourages membership from sailors of any background. 3.5 Guest sailors must be sponsored by a fleet member. They must receive permission from a class committee member before sailing, agree to abide by MFA regulations, and sign a waiver form. Prior to the first race, guest sailors must be identified by name and sail number by loud hailer, to the division they are sailing in. Guests shall not sail more than three days per season. 4 FEES 4.1 Required fees are as follows:

5 SEASON QUALIFICATION AND THROW OUTS 5.1 An official race day is any day on which at least two races are completed. 5.2 A sailor whom starts in any race on any official race day will be considered to have sailed in all races for that day, and will earn a race day credit for doing so. The race day credit will be earned for the specific division in which the sailor was competing that day. 5.3 A sailor may earn a qualification credit by one of three methods: earning a race day credit; leaving the dock and sailing out with the fleet to the racing area on a day when not enough races are completed to qualify as an official race day; or by serving as Chairperson or Co-Chairperson of the Day (stationed on the RC boat), or as a crash boat operator during any day when any other sailor earned a qualification credit. A sailor can earn a maximum of one qualification credit per calendar day. 5.4 To qualify for the season championship, a sailor must have earned a number of qualification credits equal to at least 50 percent of the official race days that fall on a Sunday. A sailor will qualify in the division in which he earned the most race day credits. A sailor who earned the same number of race day credits in both divisions shall qualify in A Division. 5.5 Depending on the total number of race day credits earned by a sailor in both divisions, a sailor may earn throw out days (for season championship scoring purposes) according to the following table:
6 SCHEDULE 6.1 The schedule for the intended race days for the season shall be posted on the MFA website at: www.mamaroneckfrostbite.org. 6.2 Boats must be ready to leave the Beach Point Club dock by 12:30 PM. The start of the first race should be 1:00 PM. The last race should start no later than 3 PM, unless the race committee, at its discretion and with the unanimous approval of the contestants, shall decide otherwise. Racing may be cancelled and contestants may be required to return to the dock at the discretion of the race committee, at any point during the race day. 6.3 The Fleet Officers will designate a Chairperson of the Day for each race day. He or she will be responsible for deciding whether or not the Fleet will race on that race day. The Chairperson of the Day may consult with the Co-Chairperson, Fleet Safety Officer or other Fleet Officers regarding this decision. The Chairperson of the Day may announce a decision to cancel racing at the Beach Point Club dock before 12:30 PM on the race day or in advance of the normal starting time via email or telephonic communication. The Chairperson of the Day may also postpone the start of racing via a voice announcement made on the Beach Point Club dock at any time. 6.4 No competitor may claim recourse based on a decision made by the Chairperson of the Day or the race committee regarding the racing start time, racing finish time, or a decision to cancel racing. This provision changes rule 62.1a of the Racing Rules of Sailing. 7 SAILING INSTRUCTIONS The sailing instructions for the series are available on the Mamaroneck Frostbite Association web site at www.mamaroneckfrostbiting.org or from a Fleet Officer. 8 VENUE Racing will be conducted in whatever area the race committee and the Chairperson of the Day consider most suitable for the prevailing wind and weather conditions. In general, the location for the day will be announced before boats begin to leave the dock for that day’s racing. 9 COURSES Courses are described in the Sailing Instructions. 10 PENALTY SYSTEM The penalty system is described in the Sailing Instructions. 11 DIVISION ASSIGNMENTS AND RACE DAY SCORING 11.1 During the season, sailors will be divided into two divisions, Division A and Division B. At the start of each season, Division A shall be made up of those sailors who qualified in Division A during the last racing season in which they sailed. Division B shall consist of all others. Prior to each race day, lists shall be posted or announced dividing the fleet into Divisions A and B. 11.2 At its discretion, The Race Committee may choose to start both divisions separately or to have them race together as a combined fleet. 11.3 If the divisions are started separately, the Low Point System of Appendix A will be used to determine standings within each division for that race day. Appendix A8 shall be used to break ties. 11.4 If both divisions race as a combined fleet, the Low Point System of Appendix A will be used to determine standings within the combined fleet for that race day. Appendix A8 shall be used to break ties. The scorer will then calculate each sailor’s division score for the day’s racing by comparing that sailors’s combined fleet standing against the other sailors in his division. Here are two illustrations of how this is done: Among all the Division A sailors, the one with the highest complete fleet standing will be scored first in Division A, the one with the second highest complete fleet standing will be scored 2nd in Division A. If in the combined fleet, Division A sailors finish 1st through 4th, a Division B sailor finishes 5th and another Division A sailor finishes 6th, the sailor that finishes 6th, will be scored as finishing 5th, in Division A. 11.5 Prior to the first start of each race day, the Fleet Captain, or the Race Committee or any other person authorized to do so by the Fleet Captain, may state that the day’s racing will be scored as part of a specific regatta. In this event, the day will be termed a regatta race day. 11.6 For each regatta, a sailor will sail in the division in which they have most frequently sailed in up to the first day of regatta. A sailor who has sailed equally in both divisions may choose which division she or he will sail in, but must indicate her or his choice to the Chairman of the Day, prior to participating in that regatta. A sailor who has not sailed at all prior to the start of a regatta will sail in the division she or he was assigned at the start of the season. A sailor will sail all days of a regatta in the same division. 11.7 A sailor’s performance on a regatta day, or in the regatta as a whole, will not affect her or his division assignment for any subsequent racing day. 11.8 For each official race day that is not part of a regatta, a sailor finishing in the bottom 20 percent of Division A will be demoted to Division B. For each official race day that is not part of a regatta, a sailor who finishes in the top 20 percent of Division B will be promoted to Division A. The Scorer may change the dividing point between A and B when there are a disproportionate number of sailors in each division. No sailor will change divisions on a race day when that sailor’s division has fewer than five sailors participating. If a sailor’s boat is disabled or capsizes as the direct result of being fouled so that it cannot continue racing, that sailor shall not be transferred to a lower division, if so approved by the Protest Committee of the day. Note that, as per 11.7, a sailor that was demoted to Division B might sail in Division A on a subsequent regatta day. As per 11.8, regardless of that sailor’s performance in the regatta, she or he would compete in Division B on the first race day after the regatta. 11.9 Guest sailor scores shall be ignored for purposes of determining the standings or the number of participating sailors in a race day. 12 SEASON SCORING 12.1 All official race days, both regatta and non-regatta days, shall be treated equally when determining a sailor’s season score. 12.2 A sailor’s season score is calculated by: 1) Determining the division she or he qualified in as per 5.4; 2) Selecting the scores only for the official race days in which he or she competed in the division he or she qualified in; 3) Excluding the number of lowest (worst) scores equal to the number of throw out she or he earned; 4) Using the Cox-Sprague Scoring method, as described by US Sailing at the following webpage: (http://raceadmin.ussailing.org/Assets/Race%2BAdmin/Race%2BOfficers/Documents/PDF/Cox-Sprague_Scoring_Sys.pdf), except that a tie at the third decimal point will result in both individuals receiving the same prize for that Division. 12.3 It is the sailor, not the boat that receives a score. A sailor who participates as a shared member will be scored, and earn qualification and race day credits, as if he or she was a full member. 13 REGATTA SCORING 13.1 Regattas are normally scheduled for three days. If racing on one or more of those days is cancelled, the Fleet Captain may, after providing appropriate email notice to the fleet, add one further day to the regatta. A sailor’s division for a regatta will be determined as per 11.7. 13.2 To qualify to receive a prize for a regatta, a sailor must sail at least two regatta days or must sail at least one regatta day and serve as Chairperson or Co-Chairperson of the Day or as a crash boat operator for one regatta day. A sailor who sails three days in a regatta may throw out his or her worst individual race day score. If a sailor serves as Chairperson, Co-Chairperson, or as a crash boat operator on a regatta day, he or she shall receive a score for that day equal to his or her best daily score for that regatta. 13.3 The New Year’s and Founder’s Regattas shall be scored using the method used for scoring the season as a whole, as described in 12.2, applied to the races days specified as belonging to that particular regatta, after applying 13.4 13.4 The Handicap Regatta shall be scored by first calculating it as in 13.5 above, and then dividing that score by a competitor’s season score (without throwing out any scores) up to the last racing day before the regatta. 13.5 Ties for regattas will be broken if possible using the method described in 11.3 above. If it is impossible to break a tie using these methods, equal prizes will be awarded the tied competitors. 14 PRIZES Prizes will be given for overall standings within each Division and for overall standings by Division for each regatta. Other prizes may be awarded as the Fleet Officers determine desirable. 15 DISCLAIMER OF LIABILITY Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race.
